Our Hon’ble
Puratchithalavi Amma would aware that among all the communities in Tamilnadu,
the only community, tribal community is calm in nature, peaceful and secluded
in all respect in spite of facing all odds and hurdles in their day to day
life. They never dream of resorting any struggle obviously for the reasons that
they are far from the main stream of the civilized societies. It is their
conviction that doing harm to others is SIN and therefore by hereditary
accustomed themselves to the life of restraining and scarification to others
whosoever it may be. These are the unique qualities for better judgment as to
identify of their richness in their distinctive culture and shyness of contact
with community at large. Their primitiveness still remains unaltered, nor are
they conscious of the fruit of reservation set apart them being enjoyed by
others in their names.
Now there have
been incidents of violations and continued struggles by the spurious tribal’s
everywhere in Tamilnadu particularly by the people proximate to the civilized
regions. The core point of their struggle is only to get the certificate and
none else, whereas the problems of real and genuine tribal’s are not limited to
the community certificates alone, but also numerous problems are there being
encountered in their day to day walks of their life. The silence of the Director,
Tribal Research Institute, M.Palada ,
Ootty in this crucial situations would be evident enough to prove that all
these struggles are political biased with the affinity of NGOs which are being
patronized by the retired IAS Officers especially from the Adi Dravidar
department.

According to the
directions of the Home Ministry of India, New Delhi OM BC 12025/2/76-SCT (I)
dt.22.3.1977, issuance of the community certificates is the prerogative of the
Revenue authorities who are being guided by the Revenue Records prior to the
Presidential notification i.e.1956, keeping in view of the fact that
agriculture is the only source of livelihood for Scheduled Tribes, apart from
collection and sale of minor forest produce to complement their income. Land is
their most important natural and valuable assets and imperishable endowment
from which the tribal’s derive their sustenance, social status, economic and
social equality, Permanent place of the abode and work and living. Therefore,
the tribal’s have great emotional attachment to their lands which are potent
weapon of economic empowerment in social democracy. Thus, no substitutes other
than the land records will be the criteria for issuing community certificates.
The following verdicts of the
court of law are also to be viewed as guiding principles.
W.P. 11933 0f 1983 and 3238 of
1984 in the case of Karibeeran Vs State of Tamilnadu
W.P. 20277 of 2011 in the case of
P.Vinoth Vs Sub- Collector of Ranipet.
These are only examples and not
exhaustive.
It is therefore
humbly requested our Hon’ble Chief Minister Purtchithalavi Amma kindly order
thro’ the vigilance wing to find out as to who are the black sheep behind these
struggles which are considered to be embracing not only to the honest officers
under the helm of your efficient administration but also the genuine and pious
community of the tribal’s. More over the survey into the intra- community
breakup of the tribal’s reveal that majority of those fraudulently enjoy the
reservation benefits are from the forward and backward communities officially masquerading
themselves as Kondareddy, Kattunayakan, Kurumans, classified as Scheduled
Tribe.
